Before processing starts and before non-recoverable third-party costs are incurred, an order may be eligible for cancellation and refund.
After processing starts, refund eligibility depends on work already performed, charges already incurred, actual recoverability of third-party amounts and the reason for cancellation.
Non-recoverable amounts already paid to authorities or third parties cannot be promised as refundable.
